Federal Experience:
As Director of the Homeland Security Institute (HSI) from October 2004 to November 2005, Randall Yim managed a new federally funded research and development center established pursuant to the Homeland Security Act of 2002. HSI is a strategic resource for federal and state agencies including the Department of Homeland Security and the private and not-for-profit sectors that provide independent analysis and support for assessing, analyzing, and mitigating homeland security threats, vulnerabilities and consequences.
Before joining the Institute, Mr. Yim was a Managing Director at the U.S. Government Accountability Office in Washington, D.C. Having joined GAO in 2001, he led the National Preparedness division of the Homeland Security & Justice team, serving as the focal point for GAO’s multidisciplinary work on homeland defense and national preparedness. He provided expert testimony before Congress and the 9/11 Commission and was a frequent speaker at homeland security conferences and forums.
In 2001, Mr. Yim received the Department of Defense Medal for Distinguished Public Service, the highest civilian award from the Secretary of Defense.
Prior to joining GAO, Mr. Yim was the Deputy Under Secretary of Defense for Installations, responsible for oversight and policy guidance for the management of the department’s military installations worldwide with an annual budget in excess of $30 billion. His responsibilities included overseeing the department’s infrastructure budget and policies and directing housing, base closure and reuse, energy and economic development programs as well as privatization and competitive sourcing initiatives.
Before his appointment as Deputy Under Secretary of Defense for Installations, Mr. Yim served as the Principal Deputy Assistant Secretary of the Army for Installations, Logistics and Environment. There he was responsible for the oversight and management of Army infrastructure, housing, energy, environmental cleanup and compliance, base closure and reuse, competitive sourcing and logistics.
State and Local Experience:
Prior to his federal public service, Mr. Yim worked extensively with state and local governments. He was appointed by California’s Governor as a Member of the California Military Base Reuse Task Force, advising the Governor, state agencies and local governments on redevelopment of closing military infrastructure. He was an inaugural member and later Chair of the Sacramento Environmental Commission, advising the City of Sacramento and the Sacramento County Board of Supervisors on air quality, toxics and other environmental issues, working closely with state and local environmental agencies, including various regional water and air quality districts. In his private law practice, Mr. Yim advised local governments on various topics, including environmental contamination, redevelopment and financing, and military base reuse. Mr. Yim took a leave from his private law practice to work directly for the County of Sacramento, as the Deputy Director for the County’s newly created Department of Military Base Reuse.
